Google allows stop words in search???

I know SE's use stop words, but if I search all the SE's for "for the webmaster" (without quotes), SearchBliss shows #1 in Google (no other SE), if I search for "webmaster", nothing.

Why does Google count "for" and "the" in it's search results?

Google used to ignore stop words and failed in searches like "to be or not to be" but they have now started accepting these keywords as well. If you want to remove a particular keyword just put a '-'

They almost certainly index documents with and without noise words removed. When I search for and, the #1 results is Guide to Grammar and Writing.

It still annoys me that my favorite keyword analysis tool, "Keyword Discovery" won't let me use stop-words in my searches, even though the Google results are obviously different for them.

Use a different keyword analysis tool. Try SSIS. TE, custom stop lists, custom syn lists, etc.
