this is my first post well i have been thinking to increase the incoming links to website .. can any one share expereicne here

1. try submitting to DMOZ.org and wait for 6 months to get included. Wait is worth a good boost in PR and backlinks.
2. Submit your link in >PR5 directories
3. Ask for a good link exchange with related websites. Find some reliable partners to share site-wide links.

4. Hard work.

also some of your sites are popup ridden, might want to look into that as well.

I wish to ask that, I may add my Website to Free directories with PR5 or greater than that, one question here: For example, My site comes in the category of Website design / development, So the categories might be like "computers & Internet / Website design / companies " etc etc., but that particular category page has least PR or no PR at all, does that help me in rankings.

If your link is on a PR>5 page, you will be found soon by G.
If your page is on a lesser PR page, your site is found but may or may not be included for rankings.

It depends on several factors like location, context, relevance etc.,

please don't be in illusion of Google Page rank .. if you're preparing for Google Top Ranking only Outcoming Links and page Content do matter ..

I too didnt understand outcoming links? , well your incoming link from your relevant industry with higher PR matters...

PR is a direct benefactor of incoming links, so PR does, in effect, play a role in positioning.

I think expressweb may have been refering to the "hill top" effect not sure. If it is the hill top it basicaly means linking to authority sites (trusted sources) and being awarded in doing so. There has been some debate as to whether or not the hill top effect exists. My personal view is if there is an authority site worth linking to i.e. it will benifit your readers by offering good content it is worth linking too.

Or expressweb could of been refering to "bad neighborhoods which can result in your site being penalised if you link to them.
