there is a possible reason that Google has banned your site that's why it's not being crawled by bots.

crawl rate changes for all kinds of reasons, the usual being, your site and it's inbound links simply aren't "important" enough to the google algo.

the question is though, why do you think your site needs to be crawled more often?

Well, you say that usually this is because the inbound links are no important enough (or they've become less important, ), how is that for a reason why someone is interested in dropping Google's crawling rate?

Huh??

Ooh I dunno, maybe it's because it's the links that set the crawl rate!

but then of course you already know this

True...bigger the PR = more inbound links = more ways the spiders get to your site....crawling rate can be very important to index fresh content quickly
Apparently!!

I think a lot of the crawling rates can seem random, or seem to be slow, or fast, depending upon a limitless number of variables. I don't think there could be any definite answer to your question, other than the advice chrishirst gave you being the most likely explanation.

The Google crawlers seem to have minds of their own and no one can dictate where they go. But if those crawlers ignored my websites, I think I'll worry, too
