I've found having a blog (preferably WordPress) and writing articles on a consistent basis, then submitting them to social bookmarking sites is an excellent way to build backlinks. Many social sites offer do-follow links, so I would be sure to target those.

You can also build backlinks in a short period of time through social bookmarking. There are many SB sites that have dofollow link attributes.
