The sandbox appeared [ 2004? ] on Valentines day.
New sites had a difficult time to rank.
Google denied that it was caused by a "purposeful" change in their alogirithm, but at the same time expressed pleasure in it's effect.
Certain SEO's found a work around that allowed new sites to break out of the sandbox.
It involved 301'ing older domains to the new domains.
In that period the cost of getting out of the sandbox was as high as 10k.
Today, a new site can rank out of the box, or may languish for months, 301 or not.
