Well, for a minute, try and imagine the amount of data Google currently has on us. They can likely draw up a coherent picture of our behavior WITHOUT a voting system in place. So, it might be logical to assume that the ALGO will begin changing to reflect average trends in search behavior. Then, to solidify that ALGO, Google can put a voting system in place as a secondary confirmation line for the content being ranked based on mass behavior trends.
Seems wild at first thought, but makes sense if you really ponder it a bit.
