Are you talking about ranking number one in a Google's result page?

Being number one in a search engine result page while using a great keyword(s) is maybe the main goal of every SEO because in that case, you can have huge traffic. But as we all know, it's not that easy and it will take time.

To cut it short...
1. Do on-page optimization - This involves the proper codings of your website and proper placement and usage of your keywords in your meta tags and images. If you have a website, I strongly suggest you to make a sitemap. It will help your site for faster indexing.

2. Do off-page optimization - This will help you to gather more backlinks that will help you in improving your site's rankings.

article submission
press release submission
online group posting
promo ads posting
forum posting (through signature)
website/blog directory submission
participating in community sites like Yahoo Answers
link exchange
commenting on related niche
and a lot more...

I totally agree with "micoblanco"...you need to do the various optimization measures suggested by him. These measures will take time to come into effect. Thus apart from the on-page & off-page optimizations, if money is not a constraint,you can also opt for a short term PPC campaign.

A PPC campaign would definetly ensure you stay on top and with time and proper SEO you can increase your search engine ranking.

My site is only 2 month old and I have a PR 4 and it is all because of link building and posting ad on free sites

if you use the less competitive keywords, you have more chances and work less to rank top 3 in the first result page, and vice versa
But I would put it this way if I was you:
what's your product
who're potential customers
what terms do they use to search for your product or service
any geographical constraints
...

Do you see Webmaster-talk/cnn/google/time/nytimes/abc/cbs/ea/audi/ford/sony/adobe/ect... Spamming websites and "PR Directories" in order to get high PR's? NO, they BUILT and/or made USEFULL Content and websites that naturally gained popularity.

Spamming links will only make your site look childish and unprofessional.

No one will ever send a query of "hitopewhjncilyhgferfer", so your site will be useless.
