If it was removed using the webmaster tools removal tool it will be 6 months before it returns to the index.

In the mean time I'd fire up the lawyers and recover any money that you lose over the 6 month span from his hide..

If you have an AdWords account you could try sending an email outlining your problem to AdWords support. They may be able to help or at least clarify your position.

Google Webmaster TOol says:

Removals that are processed through this tool are excluded from Google search results for six months.
Seems like it will take six months to get back on G.

Seemed like it will probably take too long for your site to get back... I suggest for you to come up with a new site and ask those who links to you to change the link into your new site.

Or you can get some idea what this man did to get back his ranking...

Complaining won't do any good, nor will it get the persons site back. They didn't read the rules and guidelines for the webmaster tools, and paid the price for it.

That's mean... Promoting a new web site until it reaches the same level as the previous one would take about as much time. Just asking people to change their links isn't likely to help much: it seems easier to start from a scratch then.
