In 2008 I viewed a web site and their pages. I would like to know if there is any to access a particular page that seems to have been removed from the site?
Not unless you saved it to your computer. Other than that ask the site owner/operator.

Nope, the "wayback machine" is around a year behind getting pages into the archive at the very least.
The site does suggest it will be 6 months before a site becomes available in the archive. But you will be lucky if you find something newer than 12 months old.
