Exchanging links with the same niche will help boost your PR.. You'll have to exchange links with higher PR too.. aside from link exchange you can participate on blog commenting and forum posting (link signature)..

You can do Directory submission, Forum posting, Blog comment posting, Link exchanges and Social Bookmarking then you will increase your PR.

If you can generate high PR backlink for your blog than may be you get more PR in next update and also you need to do continuous update in it.

get more backlinks. that's the only way
