I'd recommend that you stay away from purchasing links. It is not worth the risk if you plan on keeping your site around for the Long Term.

There are many worries that i can think of related to buying links and personally would never do it.

Be warned, if you buy them and get your site penalized or banned later, there is only one person to blame.

We all know buying backlinks is black hat seo. The price quoted for that many backlinks appears to be unbelievably low. Too good to be true some would say. You should investigate fully before paying any money.

I can tell you from my own experience. One of my sites has a lot of backlinks and still has lower page rank and lower SERP then the other with only 2 backlinks.
More is not always better. Backlinks from sites with PR 0 or 1 will not help you.
Go after sites with at least PR3 or higher.

More than likely most of these links will not be relevant. If your site is high quality than probably best to avoid.

Varying anchor text is important so is the quality and relevancy of the links
