There are no effective generic promotion techniques. Each site is different, each offering is different, the visitors will be different too.
Forget about the web for a second. Look at TV commercials. They're all different. You don't see the same commercials with ["insert brand here"]. Some say come "visit our store", others say "call for delivery", etc...
Your promotion should absolutely be based upon your target audience and your offering.
Try writing a marketing plan.
The act of writing it will help you to organize all of your ideas on marketing your offering. It should be part of your business plan.
A marketing plan can be used to help you measure the effectiveness of whatever techniques you use. This will help prevent wasting time.
Notice the folks who say they " think" directory posting works. Why don't they know? Why burn away hours and hours of your life without knowing the effectiveness of your effort?
