No, each web page passes around 85% of it's PR to a site it links to. If there is more than one link on the page, the PR is distributed between them. If you add loads of links to one of your pages for no other reason than rankings you may be penalised by Google.
A lot of sites add whats known as a root directory to the footer of each page. It is basicly a sitemap but on every page of a site with your keywords as the anchor text. This also helps to evenly distribute PR around your site.
Don't forget that high PR will not mean high rankings and concentrate on your link popularity instead. This will bring rankings and PR.
