1. PR is given to a page, not a site. The relevant PR is the PR of the page with your backlink. This PR is not the same as the PR of the site homepage

Four Backlinks from PR 6 pages have basically much more value than 24 links from PR 1 pages. Reason : PR has a logarithmic scale .

Other quality factors (such as same theme) of the backlinks come also into account as for the quality of the backlinks

One link from a PR6 page can outrank many PR 1 or PR2 etc links. Actually, there are many factors that effect the benefits that a site gets from a backlink. Like how many outbound links are on the page from where you are getting a backlink, is the content of that page relevant? If so then that will help a site to rank good in SERPs.

Are u trying to work out a fourmla that how many bakclink give a PR.

The age of the domain, quality and originality of content, the anchor text used, keywords in the domain, PR of the sites linking to you and many other factors also play into the PR calculation.

It's not all about backlinks and there is no simple criterion re inbound link quantity.
