Of course. Keep in mind Google has been around for 11 years. It takes a very long time to obtain a PR of 10.

My account at google webmaster has also a PR 10 while it is a private page without any special quality and with no backlinks at all from other sites

The Yahoo direcory in French has been closed for about 4 or 5 years. I mean, it is still alive but submissions are closed for several years. So its current quality is very poor. In the meantime, it lost many backlinks, including the powerful link(s) from Yahoo: this directory is not longer linked from Yahoo France. Nevertheless it keeps PR 6 .

In many cases, PR gives wrong quality information.

i haven't seen a site that has a pr of 10, only 8 and 9 and most of them are social bookmarking sites.

The American Government Homepage - http://www.usa.gov is also PR10.

Yahoo and MSN used to be PR10 but they are now 9 and 8 respectively.

Google has introduced this PR system...so no wonder if google has a PR 10

websites do NOT have a PR value, it is individual webPAGES are assigned a PR value.

http://www.adobe.com/products/reader/ for example.
