No, it doesn't if you have done link exchange with sites relevant to your theme.

In case, you have got links with sites not related to your theme or by paying money, then your site can be deindexed by Google.

Depends how many link exchanges you did (I am assuming you mean reciprocal link exchanges), and who with.

This guy may be doing something wrong, normal LE would do no harm to his site.

Depnds on whom u link and who links back to u. Until u link to and get link from clean sites, u are safe.

Definitely, That type of illegal acts made google to penalize you by de-indexing.

search for the cause somewhere else

It depends on the link exchange scheme you use but if you use a tool that`s not allowed by Google than Google will punish you somehow.

Try to minimize the number of outbound link on your site as it is not good.

I didn't say that our sites must have only inbound links. It's ok if we put outbound links but as I've said, minimize the outbound links as this could not help much on our site.

You have much to learn..... Outbound links are important too and minimizing them only shows that you want to net to stop at your site, there is always more information and the reader/user is who you should be thinking about instead of worrying about that stupid toolbar PR.

I don't think there is a ratio to go by, if your content calls for an outbound link to help the human being reading your content, then DO IT.

Actually there is and has been for a long while a school of thought that suggests that SEs may treat pages/sites that do not link out with "suspicion", it's not something that has been demonstrated as a real possibility, but as the Internet depends on links the idea does have some merit.

Also do not forget that anchor text is also "on the page" content so will assist in getting your own page listed for that phrase.

Never use link exchange programs as then your site might look like a link farm.

Google don’t want you to link to bad neighbors like porn sites. If you are using automatic link exchange then it might be possible that there are some bad links on your site.
