I have two websites on two domains. One of them has 7 internal pages but only 1 is indexed. Is a sitemap for the entire domain or do I need to submit a sitemap for each page? Also, Do I need to create meta tags for each page or just the index page? It's probably a stupid question but I'm just getting back into web authoring after a long break and MANY changes.

Sitemap covers the entire website pages. You should write different title, Meta tag, description for each webpage URL.

you could use this free sitemap generator http://www.xml-sitemaps.com if you like. Create sitemap for each site no need for each page within the site.

Firstly, I think a well-documented sitemap would be helpful for indexing.
Secondly, an unique meta description tag for every page would be helpful for on-page SEO efforts.

Agree that primarily links are the key - heck, get links to the internals if you're worried but an XML sitemap definitely won't hurt. Agreed that the free generator at http://www.xml-sitemaps.com/ would work well for a site the size you're talking about.

create sitemap.xml for both websites and also give reference about sitemap into your robots.txt. If you want to index all your pages fast you can start social bookmarking for those pages.

If you know the definition of sitemap, you must be aware that making a SITEMAP for EACH PAGE is not needed.
