Search Engines haven't really figured out "relevance" yet, it is too complicated to become a mathmatical equation.
AND is ABSOLUTELY NOTHING to do with PR values

PageRank is a probability distribution to represent the possibility that a person randomly clicking on links will arrive at any particular page.You can check the above given link for discription.

And I'm still trying to work out how people could get from "randomly clicking on links" to PR being "important"
(Only been 12 years though, maybe I'll figure it out one day.)

why bother pr, it has not much to do with your rankings, traffic and earings, which you should care, basicly, i hardly look at it until doing le with others, pr is obsolete now!!
