I have blog and I am an adsense publisher. I want to display pop up ads from other network. is it against google TOS?

Yes, if that other ad publisher is not compatible with google tos, you should avoid it.

Yes, it is not worth even having pop ups on your webpage and most advertisers will not advertise for you if you have a pop up on your site

You CANNOT put Adsense code into pop-ups

You can have ads from other web companies as long as they dont show up along adsense. If they are pop ups and your site gets reviews by the adsense team, the site will likely get banned.

I also agree that you should not include pop ups in your blog. Aside from being not advised by Google to do so, readers do not like pop ups as well.

Showing any kind of ads from other networks is not allowed for Google adsense publishers. Don't risk in this case if you don't want your adsense account to be suspended.
