Both Google and Bing, like other top search engines are looking for relevancy. The most relevant site will be the most ranked one, its simple to understand but harder to do.
Don't think how to SEO your site, where to link from, which content to write and such, think how to be relevant. Make the META TAGS relevant to the content, make the content relevant to the links, make the links relevant to the idea of the site and such.
If you are operating in small niche, make the site relevant to the niche, and you will get the traffic direct.

You are absolutely right relevancy is most important thing in SEO. But it is also important to get links from high PR sites. Relevancy with 0 PR will not give good result.

relvant is difficult to jude, and difficult to find the resource. Put most of your time build high quality backlinks, little time in low quality backlinks.

Well said. Content should be relevant but it will help a user to stick to your website. In SEO terms it can help you to reduce the bounce rate.
But on page factors helps to get visitors by making the page to rank well on search engines. They should be given proper heed. The keyword for which you are targeting a page should be used in proximity. Also it should be used well in the content.

I disagree with that.
Google expects relevancy ...but you should also have the site well optimized an should possess good number of quality backlinks.

I think that you think search engines and algorythms are really advanced, and that people are extremely advanced on how to get the results they are looking for, just look at the thousands of misspellings people search for each month, just look at the websites that use those miss spellings on their sites to gain traffic, people generally do say a 2 word search, google will pull up a few million results with those 2 words in, is what your looking for on first page? No, I aint talking about YOUR site, but what that person is searching for.

I always follow relevancy while building links. Most of the time I do that for blog commenting which is very tough to source out relevant blogs.

The matter of relevancy could be very important while talking about link building. For instance if your site is about toys and another toy shop links to you, that link would be really cool. Regarding the Meta tags, since nowadays the off page optimization elements, mainly links, are far more important than the page related items, but titles are still very important and it is recommended to create unique titles for all the pages of websites.

Actually, linking to website not related to your website isn't so bad; provided that it will not outnumber your related backlinks.

This is the idea man, real content which people do read and do like - means free links from related websites.
For Example:
If you have health site and you post experienced article on chronic pelvic pain syndrome, but real one, with important updated info, people will read it, "like it" submit it, recommend it and so on, from their health sources

FYI... Meta tags have no bearing on your rankings at Google. The meta description and meta keywords elements are ignored.
Meta description is still important since it is sometimes displayed as the snippet at Google IF your meta description happens to contain all of the keywords from the search phrases. A well crafted meta description can increase click-thru-rates, but not rankings at Google
Meta keywords is ignored by virtually every reputable search engine on the planet. Yahoo! is the one exception. Although a Yahoo! executive "claimed" at SMX near the end of 2009 that Yahoo! too was ignoring the meta keywords (executives from Microsoft and Google had already confirmed they ignore it), Danny Sullivan proved with a quick test that Yahoo! was in fact still using the meta keywords element to rank.
And please don't say, "But title tag is used as a ranking factor!" Sure title is used but the title element is NOT a meta tag/element. If it does not start with "<meta " then it is NOT a meta tag/element. just because it's in the head does not make it a meta tag/element.

Aside from off page relevancy you need also to determine the on page relevancy. The keywords, linkings etc..
