These are 2 different web pages and having same content in both the pages, will Google consider these 2 pages are duplicate?

Yes, Google will notice and consider that as duplicate content, but as far as I know, there is no penalties for duplicate contents so there is no problem with that.

There is no duplicate content penalty. Google's major search engine function is to offer a customer the best possible results for a search, based upon the search term (keywords) that the customer has used in the Google search box.

Duplicate content "penalty" is not really a penalty but just a term used for sites that are not shown on the search engine results because of having the same content as another site.

You hear the warnings about duplicate content in regards to SEO. Just like you would be penalized if a teacher caught you cheating or copying from others.

Google never penalizes for duplicate content, thats true. but it will definitely effect the another website having duplicate content. In SERP only one website will get good position while other will get vanished some where deeper.

Yes ,It's true that here is no penelty. But some time google has drop their serp.

it doesn't give someone the right to copy sites and contents just because there is no duplicate content penalty.

as long as you don't have that much duplicate content 1 or 2 is ok

There is no problem with a duplicate content, though if you build the backlinks, I would recommend to do it with the original content.

As ChrisHirst and others have pointed out there is no such thing as a duplicate content penalty. However one copy of the content (you have no idea which, up to Google's interpretation) will be flagged as the originator of the content, all others will be flagged as duplicate.

The duplicate copies are just a little harder to get to rank. All other things being equal, the original copy will out rank the duplicate. But the duplicate "can" outrank the original content if it scores higher on other ranking factors... like having a better back link profile.
