As you know nofollow backlinks will not pass any pagerank to outbound links. But i heard is some places that nofollow backlinks pass a small part of pagerank to outbound links but this ratio is very smaller than dofollow ones.
Whats your idea about it?

As far as I know, No follow links can also be considered. Google also gives a little credit to the No Follow link as long as it can be found in a quality or respectable sites like twitter.

I would like to see what proof you have of this. EVERYTHING I have read from Google says that NOFOLLOW does not pass ANY PageRank... that NOFOLLOW links do NOT help you rank in any way, even when you have a NOFOLLOWed link from sites like Wikipedia (per Matt Cutts)... that Google does not even follow a NOFOLLOWed like for the purposes of URL discovery.
If you've got some proof as in some official statement from someone at Google saying that nofollow links in ANY way help a page to rank, I'd certainly love to read it.
Perhaps other search engines might count NOFOLLOW links, but from talking to Matt Cutts at the last 3 PubCons at Vegas, watching his videos, reading posts by Googlers on the Google Webmaster Help forums, and reading their official posts, they completely ignore NOFOLLOW links from a ranking perspective as far as I have heard.
But they can provide traffic assuming they are on relevant sites so they definitely have value.

You know you can always think about a link from the point of view of how much traffic might directly visit your site through the actual link. If you think of links more as marketing and less about them in regards to seo you'll make your life that much easier.
For example most blog comments generally have the nofollow value applied to the rel attribute so they shouldn't be passing any seo value where Google is concerned. So what? If you write an intelligent or informative or entertaining or engaging comment that furthers the discussion started by the post, real people will click through on the link and visit your site. Isn't that what you were hoping for with a better ranking?
Cut out the middleman. Think of links in terms of the direct marketing they offer. If you do that that you'll find your seo sorts itself out on its own.

Personally, for me, a link is still a link, not matter whether it is a do follow or not. It might just differ on its weight to search engines, but both still have a value.

This is my perception too. No follow links still have a value in me as long as it is in a respected site.

I am also thinking that Nofollow links are not followd by the google. it is not helping to improve page rank. so try to make do fallow links.

well, dofollow are for search engines, but don't think of search engines as web.
There are the people, the humans who notice the link and maybe find useful. so nofollow links are useful too...

Just like what I've said as long as it is a quality website, like twitter and Facebook. It is worth.

Matt cutts says 'no-follow' links do not have any value in search engine's point of view ( in other words back links) but, you cannot say 'no-follow' links don't have any value, no-follow links from quality sites can drive good amount of traffic. for example most of the top quality blog sites are no-follow. when you comment on these sites and leave your link there, you can drive a good amount of traffic provided your comments are exceptionally good, interesting or informative or useful, because these sites attract thousands of visitors everyday.

Nofollow links are still helpful as long as you are posting to authoritative sites. I believe it will still boost your PR and of course traffic boost is great from these sites as well.

It is not like saying the no follow links are absolutely worthless. For example, if you gain a link from the homepage of DMOZ and it is no followed, do you believe it is going to be without any values? What about all those no followed links that appear on your Google Webmaster Tools? If they are completely worthless, how come they are reported? You know, although do follow links are much better but the no followed ones still can be useful.
