Sorry if this sounds like a silly question, but I am new to web designing and would love to learn more about this. I plan to launch my own site soon, but I have no idea how to get my website to feature on Google. I have heard that using links can move you up the list. But is there any other way that the site can move up, when people search for it? I would really be grateful to any suggestions you might have. I am really confused.

You should make backlinks for your website by these ways:
1) Submit pages of your website to social bookmarking sites ( Specially dofollow social bookmarking sites )
2) Write articles and submit them to article directories.
3) Write press releases and submit them to press release websites.
4) Sbumt your website to directories.
5) Join social networking sites as Facebook and Twitter.

6 ) write unique content thats worth linking to and wait for natural links

Unfortunately, one of the factors Google also seems to include is the age of your domain. Nothing you can do on this piece of it except to be patient.

I am doing on page and off page optimization for this since last 3 month but home page is not showing in Google search engine please guide me regarding this. i want this should be in google search result.

The PageRank is measured based on the some links a site has and the PR of the pages it links to. Raising the backlinks is efficient in improving PR.
