Page Rank used to be computed from links regardless of the content, but as of now, only Google knows what are the criteria in computing Page Rank. There are many speculations you find in the net but you cant really rely on it for those are only guess about Google's algorithm.

Google has its algorithm to claulate the page rank for particular webiste but as we know that if you need high Page Rank for your website then you need to make millions of back links. I think PR depend on the backlinks only.
