Correct me if I'm wrong (again!), but the best attitude to adopt is to expect high PR and high serps:

not on what Google thinks of your content,
but on what Google thinks the public thinks of your content.

Google NEVER said PR was dead LOL. The whole "PR is dead" thing started as a result of THIS post by Susan Moskwa (a Googler) on Google's help forums. Unfortunately, the people who read this and came away with the idea the PR is dead either a) don't speak English as their first language and something was lost in translation or b) were total idiots who had to have failed reading comprehension in school.

Google removed a screen from Google's WMT that showed the number of pages that had a high, medium, or low PR. They felt displaying the number pages categorized by the amount of PR they had in WMT was sending conflicting messages since they had been saying publicly forever, "Forget about PR. Write compelling content." because that is what they want in their index... unique, compelling content. They don't want people obsessing over PR and their algorithm. They want them focused on writing great content. They NEVER said PR was no longer part of their algorithm.

As mjtaylor said, PR will likely ALWAYS be part of Google's algorithm. Its importance over the years has just been reduced as they add more and more ranking factors.

I believed that having a high PR has an advantage to create link in short span of doing the link building. Because new site that has no PR and you create a lot of link, then for sure it will sandbox your site.

And having a high PR gives you a good reputation to your site.

I think we are in complete agreement on toolbar PR being largely, if not entirely irrelevant. Actual PageRank, theoretically, has a very powerful impact on SERPs.

In order? I have already explained in detail why there is an apparant disparity - why a PR4 page may "outrank" the PR5 page. Again, for one thing, a PR 5 page may be so close in actual PageRank to a PR4 page that we are talking apples to apples. Other factors are going to have a deciding impact. Relevance, content, anchor text, title ... these are also strong factors.

So, a PR6 page may be outranked by a PR3 page, but chances are the PR6 page is not wholly focused on the term in question.

I don't believe it's wise to take PageRank out of context, and or to use toolbar PR to assess whether PageRank affects SERPs.
