PR "is" used in Google's ranking algorithm. But it's the "actual" PR that matters, not the toolbar PR (which is always out of date and only updated periodically... like ever few months). But even the "actual" PR of your URL being ranked has very little impact on overall rankings. PR of inbound links "can" add a an extra punch to inbound links.
If you noticed a recent drop in your toolbar PR, that is a general indicator that you are likely getting credit for fewer inbound links or perhaps the links you have are passing you less "juice" (although the exact opposite could now be true because the toolbar PR is out of date even on the day it is published) when the last snapshot of their index was taken to build the most recent toolbar PR update.
So it "might" be an indicator that you have less or weaker links... Less links mean fewer anchor text values. Depending on which links you might have loss (or might have weakened) and what their anchor text was, it most definitely can affect how you rank for certain keyword phrases. But it's not because of the loss of PR so much as the loss of the anchor text associated with the links that pass the PR to your page.
