What are the factors that determine the quality of backlinks? I need someone to help me on this.

Pagerank, anchor text, and relevance to your niche, to name a few. It's hard to say exactly because no one knows all the factors, and they're interrelated. For instance, if you have a site about dogs and you get a link from a PR5 page about turtles, it may not help you as much as a PR3 link from a page about dogs. In other words, don't obsess over high PR links that have no relevance to your site.

It should be dofollow.
It should be from high PR website.
If it is from .gov and .edu websites,then its great.

A quality back link is one which is from a dofollow page, page with PR and less number of outbound links, no black hat SEO should be there.

2. Reputation of site linking to your site
3. Content that is surrounding it? In somecases but not many (I know many will disagree with me on that but all you have to look at is sites that do Good linkbaiting to see how it makes not different) So the site rep and anchor text is most important.
4. Get as many as you can "links that is".

A link from a high Page rank website which has high traffic every day and the link should have do follow tag. This kind of link count as a quality link building. If you get the link from no follow tag then this not worth full for your website.

Should be industry relevant.
Backlink page caching status and pr.
Anchor text.
No iframes
No redirects

Here are some factors for being classified as quality backlinks for me.

Do follow,
Anchor text
High PR
Good traffic source
and Low outbound links

I base on the relevancy and PR of the site/page... make sure less out going links and no bad neighbor, of course it should be do follow. should be ranking good and got good traffic too.

Quality backlinks means links from relative websites. i.e if you own a football related site then link from other football sites is considered as theme based links.These links have high importance in Search Engine ranking.
Moreover links from related forums and blogs are some good example of quality back links.

Quality Back Links just like - It should be "Do Follow" and also it should be from high Google Page Rank websites. If you have more quality back link so its helpful to increase your Google PR.

The main factor is relevancy, if you build links on relevant sites then it is the quality link only, however, you should also take care of PR and domain age as well!

Agreed, relevancy is must.

I have said earlier that keyword that we are targeting plays an important role in getting good links. But the PR of the sites from where we are getting links too plays a good role.

When we check our website back link from Google toolbar then Google show some links. According to Google that are quality back links. I follow Google rules.
