Its when you see your rankings fluctuate up and down. This is do to the fact that your search query is hitting different data centers so some times each data center will have your site in a different position.

The "Google Dance" has no role in SEO. It's just the readjusting of positions in the SERPs. It's very common for newly indexed sites, or sites targeting new keywords, to "dance" around in the SERPs until they settle into a position.
Not sure what exactly causes this tho. Anyone got any ideas?

Before my time in SEO. I wasn't anywhere near being in the industry and by the sounds of it, I'm glad I wasn't because it doesn't sound like it was much fun to be in the biz when Google did that.
if you search for Google dance...I bet you will not find anything as such officially from Google.
This is just a Bubble made by some webmasters and seos about Google.
Now about fluctuation of search results..it happens with everyone and everysite sooner or later so there no big deal about it.
In Google dance rankings keep on fluctuating every time. But if you maintain quality in your website content and while building back links, then your website will not be effected with Google dance.
