I think it is actually because on the google terms of service on page twentyone thousand and four, term number B says: "all of your base are belong to us", which gives them a complete opt-out clause against any forms of rationally discernable behaviour, per se.

most of the time google keep changing the algorithm it did in the month of Oct .... and some of the sites ... go down ... so nothing to worry .. but stick to white hat technique only .. u will get the rank

Did you know vikas that there is a special room in their california head quarters, directly linked by monorail to guantanamo bay in Cuba, where google has a man strapped to a desk in a room, and his jobtitle is "algorithm changer". Every morning they put a bunch of algorithms on the table from the day before and give him a number of tools - a can opener, a small plastic tiger and some brie, and ask him to change the algorithms.

They actually kneecap him if he ever goes a day without changing the google algorithm. My favourite one was when they made it entirely out of granola bars. I couldn't find any red meat online that day, but it was a good effort.

Sometimes they actually just take the algorithm out and let it just go for a walk in the park for a few hours, to get some exercise, otherwise it might get rheumatism when it's older.
