How does Google treat back links coming from different country domains?

Suppose I want to optimize my page in UK, now having in mind about the most important factor that is relevancy, I'm getting back links from relevant pages but these pages have domains of other countries or you can say these pages are getting traffic from other countries (neither the domain is relevant nor the traffic is coming from targeted country).

Now if I get back links from those pages (From other country domains but relevant pages) then will Google optimize my page in that specific country from where I'm getting back links?

Country specific links (if Google considers them as such at all) are treated the same as any other link. Excellent | Good | Average | Junk.

I think we need to use various countries website for backlinking.Because google gives higher value for this type of linking.

Build your pages for the USERS of your target country and search engines will do exactly the same.

I would suggest getting backlinks from other planets. This carries more weight according to Google Saturn.
