If the page is quality enough, Google would count that as back links

It some thing like this.google crawl a page daily or weekly it depends on the site.mostly as a average google crawl blogs quickly because blogs are updat frequently.

It depends on the blog's PageRank(not only the PR shown on toolbar) and the way you leave the link. High PageRank blog can get crawler easily, you get more chance to get link indexed. As to the way you leave the link, because many blogs add "nofollow" tag to comments, so interesting and useful comments will be a good advertisement.

If that particular blog has dofollow backlinks and you comment is approved then only Google counts it as a back link.And if it your niche blog than it will be give you quality backlink.For no follow blog comments Google doesn't count it is back link.Also the number of backlinks is not increases with the views.One backlink for every dofollow approved blog comment.
I think that any search engine count the back link from any page as far as its a do follow back link but no of comment does not effect the link popularity!
