My friend is interested in article marketing and asks me about Isnare.com or if I ever hear this site; she is interested in mass article submission to increase traffic (Her website has only a few little links) but wondering on if Google considers mass article marketing as a SPAM.
Seeing as the last Google update SPECIFICALLY removed article dumping sites from the index along with many site that use junk articles, I think you can safely assume that they do!

They were pointless and waste of time to begin with even before the last Google update.

This type of advertising can be very powerful indeed. Once the business is evaluated, then a decision can be made as to whether or not an article submission service is relevant.
OK.....but this does not answer the original question.....
And evaluated by who?.....
