Can't believe you have just discovered it, it's been there since 2004.

I've check the link you provided here and somehow comprehends what this Google Scholar all about. Well not sure if it does affect PR; but I guess it helps or boost visibility of content (publishers) globally.

This is indeed a great discovery, I have never heard of Google Scholar before, went to have a look and felt that there's a high possibility it will affect PR

The only PR it may affect is the "Pratt Rating" of people who read and understand the documents that a "scholar" search returns
