Just dont concentrate on PR much. Thats hardly will give you anything.
When one of my sites was a pr 6, I averaged about 8000 people a month from google. It dropped to pr 5 and now is about 2000 referals from google a month.
I've found that a site with a good PR is taken more seriously by my website visitors (being a webmaster related site). So I take pr seriously for just that reason, but it seems to have little or nothing to do with the SERP's.
PR can also be a pretty big factor in determining a website's value if you want to sell it. (You can't get a good price for a PR0 site). It is often seen as a measure of a site's general success (though not always rightly so).
Hopefully the update will take place sometime over the next few days, but we'll just have to wait and see.

yah... if so why google created then? what is the purpose any way?
Probable 2 reasons
1. To confuse the webmasters
2. They started with more regular updates and now the toolbar PR and actual PR are never the same.

The main reason behind this can be. When you had PR 6 on toolbar your actual PR was something say 6.0 - 6.4 and when you ar at PR 5 it can be anything between PR 4 to PR 4.99. Even it could be less as the toolbar PR is not updated regularly

If I state this way. Its the PR which is an important factor but not the toolbar PR that we see.
PR also defines how regulary your site is spidered. I just started optimising a PR3 site and it takes bloody ages to get crawled. Im looking forward to the update!
For good PR you need 'linkability'. Linkability means 'the number of websites with a link to your site. The higher the number of linked sites, the better ranking you will get in some of the major search engines.

I dont think they are doing anything that can help you in the long run.
If you read there site description they say

Also would like to add that they are nowhere found for the term search engine submission when you search in google except adwords. Now if they cannot get there site on top how can you expect ours to have something positive out of them.
