Only if there is a foul up with the DNS transfer.

If possible leave the old host and site live with no DNS for a couple of weeks to make sure that all DNS server caches are updated. Should only take 48hrs tops but some be on a 3-4 day synch rate.

Not actually because there is no real storage of IP and if you change the host and if the site is even down for sometime it will not affect anything from SE point of view.
