Yes They need to review your website first:

Once you confirm
your email, we'll review your application and email you after we check
your site for AdSense eligibility. If you're accepted, you'll then be
able to log in to your account with the email address and password you
submitted with your application.

It happens to me too when I apply. What URL did you submit?

There are many alternatives... fastclick, tribalfusion, mamamedia and so on. Adsense normally doesn't take long though

FastClick and DoubleClick didn't approve me for some reason, so I have to stay with adsense. Most of all I hate when they dont' specify a reason. I wonder, how can a company refuse to have some extra $5k per month from ads displayed on my site?
