So a friend of mine runs this site www.welikefood.com and after this most recent PR update he jumped up to a 7? Now if you go to the page you may notice it is an underconstruction page, and it has less that five backlinks in google. Whats up with that?

I think your friend bought a domain name that was an active site very recently. Also, I noticed something odd. When you search for welikefood.com, it brings up 1 listing. Click the link at the bottom that says, find sites that link to this site....it shows sites linking to dnr.state.illinois.us, not welikefood.com. Something is definately odd here. When you click the link that shows the pages from that site, it shows 318 pages. If you click on any of the listed pages, it comes back NOT FOUND. I think google had a big brain fart on this one.

its really quite strange, and actually he's had the domain for a while with a site there. the thing was back at the very begining of the year all our sites went down because of a hacker, and i didn't realize he never put this site back up. then today i decided to look at it an low and behold it has a PR 7. Nnedless to say its quite bizarre. one thing I know is i'll make him put a link to my site on there :-)
