In my google site map states, it states that it could not relate my site to other sites, even though the site topic belongs to many other sites.

Does site relation depend upon you placing links to other websites and if so where should you place these for the google bot to find. Or has it nothing to do with other links.

say you site is a computer site if you place your link on another computer site then that is clased as related

the links going out from your site have nothing to do with this ie. you have a link from some one elses site that is selling homes and your site was computers then the site that is linking from you is a non related link but this would not effect you

I have seen similar things. Also I have noted that if a site x links to you and other site then both becomes related.

I think by relation to other sites you want to say backlinks to your site. To get backlinks, you can submit articles to the free article syndication sites like ezine and others. You can also submit your site as many directories as you can. Another way is the link exchange. That will help to improve search engine ranking.

IMO, PageRank is based on incoming links and not only on the number of links but the value of incoming links. I would recommend to establish inbound links through reciprocal link exchanges that is a very effective promotional tool.
