In the last few months I’ve opened some new sites to see if I can find out how page rank works, in this article I will over what I have found and you could get your page rank up to at least 6 by the next Google page rank update.
I tested 3 websites
http://www.rogem.net – PR 4
http://www.rogem.net/forums- PR 3
http://www.submitit.biz/ – PR 2
http://www.rogem.org – PR 0

The interesting things about these websites are
http://www.rogem.net/ - has slightly poor html (Invalid) but has lots of websites linking to it, although its Meta tags are alright.
http://www.rogem.net/forums/ - has not ‘description’ or ‘keywords’ meta tags, but it’s html is valid, it also has the same amount of sites linking to it as http://www.rogem.net/
http://www.submitit.biz/ – has good meta tags and valid layout
http://www.rogem.org/ - has no Meta tags, has invalid html and just in general has no websites linking to it.

From this we can tell that you get

1 PR – for having valid HTML
1 PR – for having good Meta tags
1 PR – For having 500 (Estimate) sites linking to your website.

From that I think that 1 site with a page rank of about 1 is worth about 0.002 PR.
This most likely goes up as the site that’s linking to you PR goes up.

The quality of coding, meta tags and content means noting to pr.
It's entirely based on the amount of backlinks.

Look at http://www.something.com , It's got a PR of 6. This s because the amount of times people put www.something.com as examples on forums.

Good point. Here is rundown of their link popularity:
Site: www.something.com
Engine Incoming Links
All the Web: 12,200
Google/AOL/HotBot: 240
MSN: 5,587
Yahoo!/AltaVista/Fast: 18,300
Total: 36327

This is very close to my site SearchBliss, which is also a pr of 6. So backlinks are the key.

Totally. The myths like this I guess starts from the noobs coming to a consclusion as PR depends on Meta's and other factors.
