So I am wondering if i exchange my links with other sites, I guess that the highier the pr the better for me, yet does it make any difference if I get more pr 3 sites? or is it best to have a few pr 5 ?

see I have the opportunity to exchange with 1 pr 7, 2 pr 5, and like 8 pr 3 sites that are sites that deal with the same type of content as my site.

I just don't know what to do

You want traffic, Targeted traffic. Make this your goal, forget about PR..
Page rank is not going to click your adverts. Page rank is not going to buy your products.

I couldn't agree more, link if the site is good and has quality content. Hey, they may be starting out just like you and have a 1 or 2 today and end up with a 5 down the road.

I don't put much weight into PR but I do still keep it on my computer and take it with a grain of salt.

One of the aspects of BigDaddy that has been mentioned by Google-types (Matt Cutts specifically) is that reciprocal links are quite often stripped of any beneficial effect whatsoever.

The best thing you can do is get as many one-way links as possible from topically related areas. There are plenty of places to do that still, so don't worry about the recips so much.

Linking to few high quality , related and high PR website is very much useful then linking to many low PR websites.

Linking High PR websites will certainly helps you alot in getting good google position.

Linking TO any websites will do absolutely nothing for your PR

(unless you link to a bunch of crap or banned sites then it will have a definite effect)

Linking to another site could have a negative effect if that site is banned.
But linking out will have no positive effect on your PR or serps, No matter how good the site you are linking to is.

Anyone can link out to any site they like, So why would google see that as a sign of a quality site?

lolz. sorry friends .. i meant link exchange or linking of that site to yours ... its all my fault .. i know .. i can link to thousands of quality websites from my webpage and it wont do any good to my pr or ranking ..

To answer your question, just one pr 5 link would be better than ten pr 3 links. PR is not lenier, its exponential. 10 pr 1 is not equal to one pr 10!!! There are some theories that it is in multiples of 6, in rough calculations. If we go by that, one pr 5 = 36 pr 3 links.
