Internally, it's done constantly.
Externally (as in the toolbar), whenever they feel like. There's no set schedule.
There's no point in worrying about PR anyway. It's a minor ranking factor at best.

Yes the Toolbar update usually takes place after every 3-4 months.

Does this has anything to do with Alexa Ranking Update?
Recently both Alexa Ranking (3 Month) and PR seems to be updated @ same time..

No. Alexa is updated usually every 2-3 days (or so I've observed) and is run by Amazon.
Google has nothing to do with Amazon.

Is this a joke?
The higher the page rank, the higher you will show up in Google search results for your key word. People pay thousands to get a higher page rank. If page rank was a minor factor Google would never make a penny as people wouldn't try to get to the top of the search results and get noticed.
I turn off my Google ads for keywords I already rank on the first page for my key words. When you have a high page rank there is no reason to pay for the ad space.
Higher page rank means better results in Google search.

No you wont. Do a search for anything, Search results are not ordered by pagerank.
People always say this, But none of them have bothered to check, They just assume that it must be this way.
I'll help you out. Do a Google search for Webmaster firefox extensions.. My blog post which has a PR0 is the top result above this PR5 result. And that is for a search term that returns 2 and a half million results.

Initially I also don't quite believe. But, when I did a few testings, those who came out first in search result have lower PR than the rest.  However, a lot of people still think that PR plays an important role. My advice is, it's good to have high PR but don't get devastated if it's not too high.

Higher PageRank doesn't necessarily ensure higher rankings in the search engines. Search engine rankings are mostly determined by your site's keywords and content.

There are a lot of factors that go into where a page ranks for a given search query. If I'm not mistaken Google recently said they use about 200 different ranking factors. PR is one of them and it's probably more than just a minor factor, but pages aren't ranked from high to low PR. Looking at the results of just about any search will show you that.
PR comes from having other pages link to your pages. Those links are important in ranking well, but both the rank and the PR are the result of the links. The PR isn't the cause of your rank.
Part of the problem with PR is it's easy to manipulate if you know how. Because it can be manipulated Google has been decreasing it's overall weight in their ranking algortihm for the last few years.
Too many people still think PR is the be all and end all of getting a good rank and that's just not the case.

Twice now vangogh has given great advice. You are an excellent moderator!
Comparing two sites with different PRs is not 100% accurate unless their sites are going after the same keyword.
Take a look at my search for "search engine"
search engine - Google Search
Notice that the top 3 have a PR of 9 or 10?
PR is one of hundreds of factors. If you have a high PR, you will have a better result in Google Search. Search for keywords that have a lot of webpages built and the higher the PR, the better in Google they perform.
I would say content and key word density is more important than PR.
If PR means nothing, then how does google.com get a PR10? Google.com has absolutely no content, but ranks high in all searches. They have billions of inbound links and that is critical to their results.

Some additional info in regards to pagerank--
I'm not an expert, but this is what I understand to be true, feel free to correct me.
I agree, PR is not necc. the best indicator of the importance of a page and especially how that page will rank for its keywords.
Secondly, page rank can be different depending on the google data center that is being used. The update every 3-6 months is only for the Google Toolbar, but each data center is updating much more frequently (days). As a result, depending on the data center that is being used for Google at the time a search is being conducted, your keyword rankings may fluctuate accordingly due to different data centers being used. This is what I've been told, however.

Because good sites do get a high PR, Sites link to them.. But that doesn't mean every site with high PR is good.
people can easily manipulate their PR by buying high PR text links, Google have figured this out (unfortunately it took them longer than it took the rest of us) so now PR is one of the minor factors that contribute to serps.
PR is calculated simply from the PR of the pages linking to you. Yet the important factors in backlinks is the anchor text and the content of the page linking to you, So if PR doesn't even take into account the two most important factors of backlinks how can if be seen as important in it's self?
