Because they have no history/analysis of the site/page linking information so the ranking weight of links will be a value of 0 (plus the value from the page it was found on).
Therefore (as is often postulated) the ranking weight for pages is expressed as a decimal value which is =< (equal to or less than) 0 which, BTW makes for sense from a programmers POV the page will then rank highly.
