One is regularly changed with updates that throw some webmasters out of first page and into a state of constant complaining about how it's broken and how it's going to lose market share and how crappy it is as an engine and the other...
wait...no...that's not it...
One uses both on-the-page and off-the-page factors, and the other...
no wait, that's not it either...
One is a closely guarded secret and the other...
dammit, that's not it either!
In other words, you're not going to get a straight answer to this question, mostly because SEO has become a complementary element of web design and really isn't a standalone element anymore.
If you don't understand what that means, look at how your sites are built. Are they built for the end user or are they built for the search engines? Once you understand which of the two you're supposed to choose (and I'll leave it up to you to use your own intelligence to figure out the right answer), the SEO will come both in the short and more importantly the long run.
