it depends when the next toolbar update is, They are usually every 3 to 5 months.
But don't worry about PR. (here we go again lol)

Do I have to do link exchange for the ranking? Is there any other way?

Backlinks are the only cause of PR. The best strategy is to write content that is link worthy, that way you get a constant stream of natural one way links.

Like stOx said PR comes from links pointing to your web pages (backlinks) so if you want PR you need backlinks. There are lots of ways you can try to get backlinks. If you search around on the forum there are plenty of threads with advice.
The PR you see is called toolbar PR. It's not the same thing Google uses behind the scenes to determine which page to rank where. Real PR is updated all the time, while the toolbar PR you see is only updated whenever Google decides to update it. Usually ever 3-5 months like stOx mentioned.
However I'm assuming what you really want is to rank well and a good PR doesn't automatically mean your pages will rank well. PR is one factor among many.

To some extent they help, But they aren't nearly as good as one way links.

Exchanging links with sites related to yours can help in moderation. Using automated link exchange programs will most likely cause more harm than good.
You're better off spending time getting high quality, relevant, one way incoming links. You don't get them overnight, but if you want long term success that's the way to go.

So does placing my links to directories help? Because I am trying to put my website to most free web directories. However I am not sure what kind of effects they have on ranking. Also thanks for the previous replies it helped a lot.

Posting to related directories, in my opinion, is a good way of getting exposure to your site. I say this because I get about 35-40 hits a week from those directories. Not a great number but the purpose is served.
As someone said in another thread, if the directories palce your links without a 'nofollow' options, chances are that google may treat those as backlinks to your site.
My two cents regarding PR, I think, backlinks play a major role but thatz not it! Again, as someone said elsewhere in this forum, age of the domain and proper content may also earn your page a rank or two. I believe in this because there are quite a few sites with a PR-1/2/3/4 with few or no backlinks.

PR is a function of backlinks only. If you are using the link: operator, you are not getting all the backlinks that exist.

We assume page A has pages T1...Tn which point to it (i.e., are citations). The parameter d is a damping factor which can be set between 0 and 1. We usually set d to 0.85. There are more details about d in the next section. Also C(A) is defined as the number of links going out of page A. The PageRank of a page A is given as follows:
PR(A) = (1-d) + d (PR(T1)/C(T1) + ... + PR(Tn)/C(Tn)) Note that the PageRanks form a probability distribution over web pages, so the sum of all web pages' PageRanks will be one.
Thnx for the link Gringo. One question though.
C(A) - is defined as the number of links going out of page A
As the theory goes, in the serioes, a high PR(T1) and low C(T1) will give PR(A) the best possible rank.
In theory, does this mean that for backlinks, it is best to look at at high PR site which has least number of links going out?
Or did I miss a point somewhere?

Yes, that's exactly right. Remember though that pages with high PR often have lots and lots of well targeted anchor text, and it is that anchor text that helps the page rank too.

That's page rank (where it appears in the SERPs) NOT PageRank (the imaginary number) before anyone misconstrues the post

According to the formula PR(A) = (1-d) + d (PR(T1)/C(T1) + ... + PR(Tn)/C(Tn)), where is the role of anchor text?

Anchor text plays no role in the calculation of PR, that's why it doesn't appear in the equation.
It is very useful though.

had this delusion that it might stop someone asking the question. <shrugs>

It took me about 3 months until all my ads hit the front page or ranked #1. The more per click seems to work too. I use google along with many other engines to promote my Affiliates site but google by far works the best. Im getting anywhere from 3000 - 5000 clicks per month. 20 to 30 sales per day! It just takes time really. Im only 19 and i, making 1500-2500 a week. i also own a wholesale sight that my father left me. Google is my favorite.

TEXT Links anchor your keywords within and spread them into quality content related websites. Its not a matter of how long would Google take to index your site its more important how fast you get quiality text links the more the better and you have a few months to this so as Google updates every once in a long while

Would my signature in the forums and groups count as a text link?
