Ah. I think that must be the web server software that your host is running, apache or whatever, placing the / at the end of 'forum'.
I'd contact them about it and if they can't fix it, I'd move to another host or I'd forget the current PR3 and start using /forum/ in future links.
I know you feel it would kill you to give up the PR3, but, PR3 is not all that difficult to attain again. Better to do something now than wait til you have a PR6 and have to deal with the situation.
