If you can write an article about the stuff you have on your site and the submit the article on article dictories, and in your article you have a link to your site, if you do it right you get indexed on all major SE within 1 week

Just get enough number of backlinks. Your site will be automatically indexed.

I would say...incorporate RELEVANT content into the site, relevant based on the search terms or phrases that you people on the outside would normally search for that relates to your site and its content...and of course...LINKS. Lots of them.

backlinks, you can also used your anchor text links in your forum signatures since crawlers loves to visit forums but this not applicable for all forums, it is still case to case basis.

Nope, You might be indexed in 24 hours if the PR7 site gets indexed at some point in the next 24 hours.
