When you have a link to your site, is it the PR of the site or of the actual page that affects your ranking?

the actual page that contains your link is the thing that's going to affect your PR.

Get on Google Webmaster Central (http://www.google.com/webmasters/) from there you will be able to see how Google sees your page based both off what you have to offer and what other sites tell them.

both the pages have some effect but the page which links back to you is most important. If it is a hidden page (not indexed by search engine) then you will have no psitive effect of the link.

i saw in some link farms --some sites want to exchange links with you from a page which is not indexed even by msn. I will definately not go for that kinda pages.

better get backlink from small sites whose link pages are indexed by google and you will be benefited.
