If it's the site in your profile, don't bother for three reasons:
1) It's a frames-based site. Frames-based sites (besides being horribly coded) are death from an SEO point of view due to the whole "two or more pages merged into one" thing.
If you're looking for layout consistency, use server-side includes. If you're looking for a section that will scroll, then you need to read this tutorial:

2) You need to take a look at how your site appears in different resolutions. I'm an oddball case, but I'm at 1440 x 900 (with a left-side taskbar, so really 1300 x 800 is my approximate viewing area) and the gap on the left side really sticks out like a sore thumb. (Not only that, why's the site right-aligned?)
3) Your ideas are 1998 and this is 2006. Free images, avatars, wallpapers, etc. don't make anyone any money and they don't usually make the site any better.
What you need to do, before you even THINK about search engine optimization, is learn the basics of modern web design (design for your users, keep navigation consistent, etc.)
In other words, take a step back and you'll end up taking 3 forward.
