I think the ideal would be to keep the title constant. As an extreme example, consider all the backlinks your home page has. If your home page is about apples, all your backlink anchor text is apple-related and your title is apple-related then the search engines know your home page is about apples. If you then change your home page title to be about oranges, there is a mismatch between your anchor text and your titles. I think that this would reduce the weight of your existing backlinks.

If it needs to be changed it should be changed. If the title accurately describes what is on the page there is no need to change it.

IMO, it depends on your targeted keywords. meaning if it needs to be changed then do so.

With everything I've learned about SEO, there's one secret: if you do things because people tell you search engines like them, you'll be the hamster spinning the wheel.

If the title needs changing, then change it, and that will show up in the search results when Google re-crawls your home page.
