No matter what the text says, it is very small text in a colour that makes it almost the same as the background and it is crammed tight against the bottom of the viewport. So it appears as a deliberate ploy to have text purely for SEs.
SE spam isn't always about what you do or how you use design techniques, it is more about the intent behind using them
For example.
Hidden text by any method (positioned off page, display:none etc) is perfectly okay provided there is some mechanism in place to make it visible, if there is not then the intent is blatently obvious.
You say the text is there for contact details, so make it a little more visible, that way there is no chance of it been mis-interpreted on inspection.

But it may be you have seriously mis-understood the part about titles! What he is talking about is the title element <title>This is the page title</title> NOT the title attribute <a href="url" title="This appears as a "tool-tip" on mouseover" > .
This is an important attribute for usability and accessibilty as it is used by screen readers and other assistive devices. It should not be abused by stuffing it full of keyword junk in a useless attempt at fooling SEs. No search engine even reads the title attribute let alone uses the text for ranking.
